Charles Victor Kilmer was born in 1887 and died August 18, 1973. He was a son of Phillip Morris and Susan (Rice) Kilmer. He was a farmer and teacher and member of the Presbyterian church. He married Ruth P. Weaver and they had ten children: Clarence, Charles Jr., Joseph, Pathena, Isabel, William, Regina, Sidney, Miriam and Ethel.
Charles Kilmer graduated from Millersville State Normal School in 1906 and taught in the Juniata County Schools from 1906 to the late 1930s. Many of those last years were spent doing just substitute teaching.
